Abstract
The Deaf Community Research initiative, flagship of the Global Deaf Research Institute, is an ambitious undertaking in data collection which will begin to fill the global gaps in disaggregated health data on deaf populations. At its core, each deployment is a Community Needs Assessment for the deaf community of a given country, aiming to create a snapshot of their quality of life at the present day. We operate on the social model of disability and the human rights model of disability, according to which it is primarily institutions and systems which make deafness a disability through inaccessible design and social marginalization. This assessment sheds light on barriers across various domains, highlighting the pervasive impact of systemic inequality and discriminatory practices on the lives of deaf individuals, which impede access to essential services, limit economic opportunities, and hinder societal participation. By providing these insights, this report equips stakeholders with the evidence needed to advocate for policy changes and secure funding support to address systemic inequities and promote inclusive practices.
